Abstract

Owing to limitations of space, it was necessary to eliminate some of the reports and speeches altogether, and to delete certain portions of others. It is very much regretted that the complete proceedings could not have been printed, and your editor reluctantly had to use his own best judgment in attempting to condense the material into the space which was available.
